It sounds like you have a condition called phimosis, where the foreskin opening is too tight/narrow to allow you to retract (pull back) your foreskin, and it can be a medical issue. Fortunately there are many ways to treat and cure this.

The first thing you should try are stretching exercises. See link 1 for good and detailed instructions on what to do. You should do these exercises for a few minutes each day for a few weeks to a month, preferably right after a shower/bath when the foreskin's most flexible.

If there's little/no progress after a month, ask a doctor about certain prescription creams that'll loosen the foreskin. In one study, these creams are the most cost-effective treatment a doctor can provide (link 2, names of creams in one of the tables). Like the stretching exercises, the creams can take up to a month or more to get the full effect. If you combine the stretching exercises and the cream, you'll usually see results quicker.

If neither of the above treatments work (which is rare), there are surgical options. This doesn't necessarily mean a circumcision as there are operations that are cheaper, less painful, remove little/no foreskin, and generally have a quicker recovery time (link 3). In any case, any surgery should be considered a last resort after the first 2 treatments above have been attempted (and again, the stretching exercises and/or the creams will work in almost every case).
