What are some good muscle-toning exercises?!

What are some good muscle-toning exercises?
Be specific as to which muscles (preferably biceps/triceps) the exercise builds, how long to perform the exercise, how intense to start at, etc. Also, any suggestions/guidelines about the exercise would be nice.
Answers:
There are two steps. First, do heavy weights (whatever is hard for you) for a couple of weeks, and then switch to lighter weights and faster repetitions. that should tone very well.
