Is this appropriate?

The place I go to swim and work out is owned by two (I would say)" forty something" sisters. They are both very pleasant and professional people. However, from time to time one of them will come in to the men's locker/shower room to pick up used and bring in fresh towels, refill soap dispensers etc... It doesn't phase most of us but I think some of the guys feel a little uneasy. Do you think it's alright for them to do this since they are the owners?

I've seen that kind of thing in Europe more than in the States.
I don't really think there is any harrassment. Pretty likely that they would get out if someone asked, but probably nobody has.

My university had the old classic 1800s type student housing with retrofitted smaller bathrooms, not centrally placed, but shoved into side hallways and wherever they could fit them. This was nothing like the new cement block type places with purpose-oriented bathrooms for guys and women, one per floor. There were more men's bathrooms but the women's were nicer, just farther away. Men and women lived in adjacent rooms. For that reason sometimes it was much closer for a woman to use the guys bathroom to brush their teeth before bed or to take a quick stop in the stall.

Honestly I didn't think it was inappropriate. I guess that depends on the individual. I don't think it would have been acceptable for a guy to use the women's though.
