It started as what looked like ingrown hair. later it got longer. ( about 1mm long and about a half a mm wide.) like little mouse nipples. it does not bother him at all. it sometimes bleeds easily when he washes. there are not many about 10 or more I'd say. it is now summer.
We are not having sex because of this. I do not have the same problem. What could it be.

This really sounds like HPV, or genital warts. It is a sexually transmitted virus. He should see a urologist for treatment, and you should see your gynecologist for evaluation. It is the same virus that can be responsible for the development of cervical cancer. Even if it turns out to be something else, he should be treated so he (and you) can have an enjoyable sex life.
