Can a boy be born naturally without a foreskin on their penis?

I am 20 years old. I discovered that I do not have a foreskin on my penis at 19 years old, by looking at pictures of circumcised and uncircumcised penises on the internet. Is it possible that I could have been born without a penis foreskin as a birth defect? Or could I have been circumcised as a child? I do have a dark ring around my penis, with soft skin below the dark ring, and tuff skin above the ring near the glans of my penis. However my parents or doctors never told me if I was circumcised as a child. If I did infact get circumcised as a child without my consent it was cruel.

Please note, while foreskin restoration can result in significant increased sensitivity, the highly nerve inundated area that was the tip of the prepuce can never be regained.
