Answers:

While balls are not particularly wrinkled, the scrotum in which they are housed is. The scrotum, in addition to acting as a support for the testicles also provides heating and cooling to the testicles to keep them at optimum temperature for sperm production. When it is hot the scrotum sags to allow the testicles to cool and when it is cold the scrotum draws the testicle sup close to warm them up. In this drawn up state, the scrotum definitely appears wrinkled.
