Okay, i have an average size penis, i am using a condom to have sex with my partner, but i cant seem to ***, i can some times get close but i cant get it over the line... i dont masterbate often, i am uncut, is that the problem, or is the condom to tight or to think?? can some one please help me, my partner is thinking that is is her fault i cant ***!!

This could be a combination of factors...some guys are less sensitive than others, and the fact that you're uncut could be contributing to that.
There are other alternatives though...extra sensitive condoms are a bit thinner and help give you more sensation. I don't know how serious you and your partner are, but if it's a long-term monogamous relationship and you've both been tested for STDs, you could try switching over to the pill just to prevent pregnancy.
Lastly, maybe it's a psychological hang-up. It may sound weird, but try masturbating while wearing a condom -- you can find out what movements/stimulations work best for you while wearing a condom (and work that into sex with your partner the next time), and maybe without the added pressure of a partner around you could reach climax in a condom while masturbating.
