Something wont let my penis come out fully! Help!?

There is this part on my penis that wont deattach it self its at the left hand coner of the head towards the bottom and its only a little bit its not at the back its at the side and its not peeling i had it for some time now what is it?

It sounds like you have an adhesion between your foreskin and the glans (penis head). Usually by your age any adhesions from childhood would've resolved themselves normally. But generally it's pretty easy for you to fix, it just takes a bit of time.

When you take a shower/bath, pull back the foreskin far back as it'll comfortably go. Then wash the area with water and a mild soap. But washing the area with the adhesion and by moving your foreskin back, you'll eventually loosen and detach the adhesion painlessly. You could also try soaking your penis in warm water for a few minutes to help soften and loosen the adhesion a bit faster. But even with all this, it may take up to a month or so for it to fully detach.

If you're really impatient or this just doesn't seem to work, see a doctor. There's a minor procedure that a doctor can do to forcefully detach the adhesion; I don't know if it's painful, but it's probably quite uncomfortable. At least it'll be over with really quickly and won't cause any pain or discomfort afterwards.
