when and how many times should i work out to loose weight but still gain muscle?

You are not going to lose weight and gain muscle at the same time. There are a very few gifted people that can do so. When you gain muscle weight, some of it will be fat weight. Best bet is to overtarget your goal weight by 5-10 pounds, and once you get there, switch your workout to just losing fat. As for the time of day, its whatever time you will want to go every day. Morning or night does not matter, going to the gym does.
