It depends on a few factors.

If the circumcision was done in infancy, there are a set of complications/risks that aren't present if done later (link 1). Most common among these are skin bridges, local infection, and excessive bleeding. While rare, more severe complications (like amputation or death) can result. If done later in life, the only surgical complication is really infection or the removal of too much/too little foreskin (if the doctor performing it is kind of incompetent).

If there's a no problems with one's foreskin, then there may be some negative effects of circumcision. Circumcision removes the foreskin which contain a lot of nerve endings that could contribute to sexual sensitivity (link 2). Furthermore, several studies indicate that the foreskin may play a positive role in the sexual satisfaction/pleasure of not only the man, but the woman as well (links 3, 4, 5).

But if there's a medical problem with the foreskin (which are rarer than most think), there are generally no major negative effects of circumcision, as a circumcised penis is generally better than an uncircumcised penis with a foreskin that doesn't work properly.
