No, they are not smaller. It is simply an optical illusion---same as with really fat guys. The penis does not grow or enlarge with exercise (otherwise everyone would drag the ground) and does not contain fat cells so gaining weight does not make it "fatter". Instead, most guys are fairly proportionate in size. So if a muscle guy like Arnold or others buffs up their thighs, hips and legs, and rips their abs, they are bigger physically and their penis looks smaller. Same with a fat guy. It looks really tiny on a fat guy. If he were to loose the weight, his penis would still be the same size. Most guys are average in size, probably 75% of the population is within the average size range.
Skinny guys look "bigger" because they have skinny legs and thighs and hips so the normal size penis looks larger on them.
