Is a penis supposed to...?
Ok, uh...when you're NOT circumsized, is the foreskin supposed to be pulled down all the way? Or only when you wash it?
People just walk around ALL the time with their foreskins pulled down.

It depends on how long the foreskin is. In some guys the foreskin only covers part of the glans (penis head) even when not erect, whereas in other guys the foreskin is long enough to cover the glans during an erection.
Usually guys have their foreskins covering the glans, or "pulled forward." In a lot of guys the foreskin retracts or "pulls back" upon an erection so the glans is exposed, but it can be pulled back and forth manually regardless. The foreskin should be pulled back so one can wash underneathe, then afterwards the foreskin can be pulled forward to cover the glans again.
Most guys don't walk around all the time with their foreskins pulled back because the foreskin normally tends to roll back forward over the glans. Some guys can keep it back or "train" their foreskins to do so; there's no harm in this really, and it's mostly personal preference.
