Answers:

The foreskin doesn't necessarily have to retract (slide back) on its own during an erection. Some guys have short foreskins that cover only part of the glans (penis head) even when not erect, whereas other guys have foreskins long enough to keep the glans covered during an erection. Regardless, you should be able to manually retract your foreskin easily. If you can't, then you might have a condition called phimosis, where the foreskin opening is too tight/narrow and prevents retraction. Fortunately there are many ways to treat this.

The first thing you should try are stretching exercises. See link 1 for good and detailed instructions on what to do. You should do these exercises for a few minutes each day for a few weeks to a month, preferrably right after a shower/bath when the skin's most flexible.

If after a month and little/no progress, you might want to ask a doctor about certain prescription creams that'll help loosen the foreskin. In one study, these creams are the most cost-effective treatment a doctor can provide (link 2, names of creams in one of tables).

Both treatments alone may take up to a month to get the full effect, but you might be able to speed things along if you combine the creams with the stretching exercises. In almost all cases of phimosis these 2 treatments are all that's necessary. Very rarely will surgery be required, so ignore any comments about circumcision being the first/only option.

See the remaining links for more info on phimosis, and good luck with whatever you try. Oh, it's not true that guys lose their virginity when the skin starts sliding back when erect; there's actually no way to physically tell if a guy's a virgin or not and this is also true of a lot of women as well.
