No. Arm pit hairs mean that puberty has started.

When your body has reached its potential for growth your pituitory gland will reduce the level of growth hormones released in your body and your testosterone levels will slow to a normal adult male level...
When you are around 40 you will have half the testosterone you had when you are 25. After 40 your testosterone levels will reduce even further and you will find it hard not to get fat.
You stop growing because your pituitory gland switches off the growth phase of your development. I do not know what the biological trigger is, but it is probably genetic. Some of the tallest men have been found to have defective pituitory glands.
