Tight and split?
I'm not entirely sure I understand.
Does it not retract?
Is the fact that it does not retract causing it to split?

If it does not retract, has it always failed to retract?
If it used to retract but now does not it may be a yeast or other form of infection. Seek a doctor.s advice.

It it does not retract and never did, it may be phimosis.

Alternatively, you may pull the skin back until you feel a stretch but not to the point of pain. This will cause it to expand naturally over time.
