No you cannot outside of surgery and that is risky.
The Jelqing exercises are just a form of masturbation and do not increase length or size...if masturbation did that, most guys would be really huge...and many men damage their member by doing the exercises incorrectly because they are not seeing any results...
The problem is assuming that the Penis is a muscle...it is not a muscle (http://en.wikipedia.org/wiki/penis)... and therefore cannot be forced to "grow" outside of normal erections.
