There's actually a rather common condition like this that occurs anywhere from 8% to 21% of circumcised guys. It's called meatal stenosis, it's when the urethra opening gets so irritated with rubbing (since it's not protected/covered with the foreskin) that it starts closing up, which as you can guess causes discomfort and pain. Eventually it has to be corrected by surgery. (again, quite painful during recovery)
