Answers:

A circumcised penis has less skin on the shaft and no skin covering the glans. In total the amount of skin lost during a circumcision equals about 3 by 5 index card. Click for more foreskin education

So technically, a circumcised penis would have a slightly thinner appearance than the same penis with the foreskin intact. However, the decrease in width is so miniscule that it is almost unnoticable. Circumcision doesn't affect the length of the penis at all (unless you count the skin overhanging the end of the knob).
