It is not really itchy but it bothers me. When I wash with water, I fell like a cut which was washed with water.. It kinda pain...

You need to go to your Dr. and have that checked out.
Refrain from having sex, but if you must, make sure you're not having unprotected sex.
Don't wear dark underwear and make sure your manhood is able to breathe...don't wear tight underwear or boxers. You don't want to sweat down there.
For the time being you can put some neosporin there, but make yourself an appointment...and let the Dr. know you used neosporin on your penis.
