Nobody here can say. You probably don't really look 10, you just think of yourself that way.
But you can ask your doctor. It's a normal question for them. Besides, if you mean that you haven't started puberty at all, that is your testes haven't dropped and started growing, you may need some type of treatment. That's probably not the case, but if you're worried about it only a doctor can give you a good opinion.
