Can anyone explain this to me, about the foreskin ?

I asked a question regarding if a foreskin which would stay over the head in the default position during erection was normal even though it could be pulled back with no bother. I'd just like to ask with a penis like this, how exactly would the sex work, wouldnt the skin just move instead of the penis sliding in and out ?. I dont know if im making it clear what i'm meaning exactly.
