Answers:

What you describe sounds like the frenulum (link 1). The frenulum basically keeps the foreskin tethered to the glans (penis head) and is quite sensitive to stimulation. It normally won't prevent your foreskin from going all the way back, it only prevents it from going "too far" back. If you're unable to pull your foreskin back because the frenulum stops it from going back, it might be a little too short in a condition called frenulum breve (link 2).

There are several non-surgical methods to loosen and stretch the frenulum so pulling back your foreskin is comfortable. In many ways a short frenulum can be treated the same way as phimosis (a condition where the foreskin opening is too tight/narrow for it to be pulled back easily).

Basically the two main lines of treatment are stretching exercises and creams. Both work very well in most cases. See the bottom of link 3 for a stretching exercise for the frenulum, and see link 4 for a list of creams that can be used in one of the tables. Both of these treatments take a bit of time, so don't expect it to be fully resolved in a week or two, as it can take up to a month.

There are also surgical options that either nicks the frenulum or removes it altogether. Some might suggest circumcision but that's way too extreme an option for something like this, so ignore them. The best results are with non-surgical methods probably. So good luck with trying those and I hope it works out.
