yor penis has suspensory ligaments that hold it in place. when you are flacid there isn't very much weight or gravity acting on the ligaments but when you are hard there is more weight do to blood amount as well since your penis is sticking out away from the body there is more gravity/lever action going on so since the ligaments then have tension on them the muscles surrounding the ligaments can more effectively move your fella around.
