Condom Question??? Need answer fast...?

I am 15 years old and the other day me and my girlfriend were having sex and when i put on the condom ( regular size ) it couldnt roll down all the way i had like 2 1/4 in. of my penis exposed and the condom couldnt expand anymore. Does this mean i need a bigger size? If so what size?
