I have small bumps on my penis, is that where the hair grows from?? It looks weird like goosebumps.?

I was just wondering what they are and when they are going to go away, i am 14.

Yes and it's usually a sign of how healthy one is.

It's not warts or anything. Hair will be excited by blood flow even if hair does not grow out. It's because of the thickness of the skin that it's near. Thin skin won't accomodate a strong structure for the growth of the hair, therefore they just remain as bumps.
