I'm going to assume you haven't had sex yet.
Given that assumption, the bumps on the glans (penis head) are probably pearly penile papules (link 1). These are normal and nothing to be worried about. The bumps on the shaft (penis body) are probably Fordyce's spots (link 2), and are again normal and no cause for concern. And lastly, the bumps on the scrotum (the sack) are probably just hair follicles.
Now if those bumps recently appeared and you've had sex lately, it might be an STD, in which case you should see a doctor ASAP.
