The spots could result from a variety of things. It could be a symptom of an STD, as many STDs cause growths and such things on the penis.
But, if you haven't had sex yet or haven't had it recently (like, in a month or so), and/or you've had them for a while, then it's probably pearly penile papules (see link). If this is the case, it's perfectly normal and nothing to worry about.
If you're still worried, it's always a good idea to see a doctor (embarrassing as that might be, though it really shouldn't be).
