Ferennulum- the ligament which joins the foreskin to the shaft located on the underside of the penis.
loose cut- foreskin which covers the head removed, ferennulum and skin on the shaft left back.

Why would you want a very tight cut with the frenulum removed? The consensus is that frenulum is one of the most sensitive parts of the penis (link 1). Also, a very tight cut could make erections painful (if it's too tight) and will probably make lube necessary to get any pleasure out of masturbation/sexual intercourse.
Regardless, any kind of circumcision will remove the majority of the foreskin and with it, a lot of nerve endings that might've otherwise contributed to sexual sensitivity (link 2).
