Is the post workout building muscle phase over once my muscles are not sore?
I am wondering if this phase still goes on even when I feel not sore....

the reason your muscles are sore after a workout is because you did not cool down properly. When you exercise, a by product of muscle contraction is the production of lactic acid. If you do not cool down properly this lactic acid remains as a residue in the muscle & hence produces the soreness you feel.
Solution - cool down properly - at least 15 mins of light exercise & STRETCHING
