I am 14 and i dont like to take my shirt off because of my bloated nipples
people at my school laugh about it
during the summer i want to get make them look normal
how do i go about this?

You can't really make it go away. You have a condition called gynecomastia. It's very common, and usually goes away on it's own within 18 months.
You could try hemorrhoid cream, girls use it to shrink bags under their eyes... If you go swimming you'd have to reapply it, though.
