Should the foreskin stay down on its own?
When i pull it back, it just roles back up to wear it was in the first place... Is this normal? Is there something that I can do to get it to stay down?

It all depends on its size and the size of the erection (or lack of) and of course... gravity. Either way is normal.
After all, the foreskin goes back to its location (covering the head) since that's what its function is, to protect the head in a moist environment to keep it lubricated and sensitive.
From what you write it seems like you have no trouble with it sliding up and down. That's also another function that's called the gliding mechanism; it slides up and down during sex and masturbation to rub the head, which since its lubricated on the inside, it feels good.
