Answers:

When uncircumcised guys get an erection, their foreskins may/may not pull back to expose the glans (penis head). Foreskin length varies from person to person; some guys have foreskins so short that part of the glans is exposed even when not erect, while others have so much foreskin that the glans is still fully covered when erect. Most guys have foreskins that pull back either partially or fully upon erection.

As long as you're manually able to retract your foreskin all the way with your hand during an erection, you should have nothing to worry about. If the foreskin opening is a little tight/narrow and prevents you from doing so, you may have a condition called phimosis.

If this is the case, there are many treatments you can try to remedy it. The first thing you should try are stretching exercises. See the 1st link for good and detailed instructions on what to do. Do these exercises for a few minutes each day for a few weeks to a month, preferrably right after a shower when the skin's most flexible. If this doesn't work after a month, consult a doctor about certain creams. According to one study, these creams are the most cost-effective treatment a doctor can provide (link 2). Be aware that these creams may take up to a month for the full effect, but combining them with the stretching exercises might speed things up a little.

So, as long as you're able to pull back the foreskin manually with your hand or something, then everything's perfectly normal. If you can't pull it back because it feels too tight/narrow, don't worry as the above treatments work in the majority of cases. See the remaining links for more info.
