I havent had sex so i dont think i have it, but i see very small almost like dots, but i think its just the skin, and where does it appear like on the penis or the balls, or both?

If you have not had sex the odds of having a sexually transmitted disease are very very low --less than 1% unless you are really unhygenic and rub your genitals on other guys or girls, or have performed oral sex. If not, quit worrying. Sounds like you are referrring to your hair follicles on your genitals. Since the skin is much thinner here, you see the hair follicles, while you can't on your arms or legs.
