No, when you take steroids (androgenic - ie testosterone) you are supplementing your bodies natural test levels, your body gets confused and stops producing it naturally as you already have enough, this causes your testicles to shrink as they are they gland responsible for producing this hormone and no longer need to do anything.
There are other side effects such as hypertension and agression that are also a result, escalated hair loss and acne, etc. excessive test can also give you dry joints causing joint pain and so forth
On the flip side anabolic steroids (those that cause growth and build muscle), those especially that aromatize can convert into oestrogen, which will give you some interesting characteristics if you take to much such as gynemastica (I think its spelt) ie man boobs, most people taking them take both anabolic and androgenic to try and counter the effects, so you get big and grumpy, with small testicles :)
Go natural, much better for your body. If anything your dick will look bigger because your nuts are smaller :P
