Rogain question?

I bought rogain foam 5% today and I was wondering can it be used in other parts of your head and not just the top?

Also I was wondering why shouldnt it be used by under 18s?

To people who have used rogain 5% foam , Is it true that the hair falls out when using it , to make room for the new hairs?
