Answers:

You seem to have a condition called phimosis, where the foreskin opening is too tight/narrow for it to be retracted easily. It's normal and fairly common in boys before puberty, but in some guys it's present until almost the end of puberty (though quite uncommon). At your age this might be normal for you, so you can "wait and see" if it fixes itself in the next couple years.

If you're impatient and want it taken care of now, there are many treatments you can try. The first thing you should try are stretching exercises. See link 1 for good and detailed instructions. You'll need to do these exercises for a few minutes each day for a few weeks to a month, and it's best to do them right after a shower/bath when the foreskin's most flexible.

If that doesn't work after a month, then you should ask a doctor about certain creams. In one study, these creams are the most cost-effective treatment a doctor can provide (link 2). Be aware that these creams may also take up to a month to fully loosen your foreskin opening, but you can speed it up a little by combining the creams with the stretching exercises.

In your case, the above 2 treatments are pretty much all you need to consider. Again, it may be normal at your age and you can choose to "wait it out" and see if it fixes itself. But, if you want to be able to pull back your foreskin soon, then try one (or both) of the above methods. See the remaining links for more info and good luck with whatever you try.
