im 13 years old and i cant pullback my foreskin all the way . when i pull it back i can only see the top of my penis??

It is common problem, and I could tell you go to a surgeon and he will fix it, but I know that's not what you wanted to hear when you asked this question. Unless it doesn't hurt you too much, or gets infected, you can fix it by your own.
What you have to do is play with your "toy". You are 13, so it won't be such a problem for you. :)
Pullback the foreskin as much as it goes. The next time go a little more. After few days, I bet you'll be able to pull it back all the way. But, make sure you wash your hands before and after, and wash your "friend" too.
