When should puberty start?

my friend just turned 14 and we were talking about stuff and he said he still couldn't produce semen, not even the clear stuff...so i just wanted to kno if thats normal cause he was to afraid to ask ppl...

o and he is 5' 1" and 155 puonds idk if this means anything but he told me to add it just in case being fat has an effect on this

I'm 14 1/2 and I just started to produce some. So, he's ok. Just wait a little longer.
