i'm a 14 (aguy) and i want to know is it normal to just mess with my penis while like on the computer and other things, the reason i ask is because a lot of guys at school are always doin it.

Nearly every teenager I know does this. Yes, it is normal and does not hurt a thing. It would be considered rude to do this in front of others though.
