Normal. Hormones. Either masturbate more often, or just accept that it's part of being a teenager. If it's embarrassing (usually is), just wear dark pants so the "bulge" doesn't show as much. It's usually much more noticeable to you than to others. Penis size has nothing to do with anything. 4 1/2 inches isn't that small, for your age. (5 1/2 to 6 1/2 is about average for an adult). You're fine.
