Im 13, never masturbate and never had a wet dream, is this right?

im 13 years old, i dont masturbate and have never had a wet dream, sometimes my testicals hurt ALOT and i think its from too much semen. can someone tell me what to do?

also its not because i dont want to masturbate, its just i cant get an erection to masturbate on

and when i do get one it only lasts about 1 minute
