What exercises are best to build my front shoulders and upper chest area i.e. inclined bench?
Please advice how many reps and sets should I do? Will clockwise shoulder shrugs with weights help?

The exercises you should use are incline flys and incline bench. For the flys use 2 dumbbells and do like 4 sets of 10. Shoulder shrugs are more for your traps. Incline bench you should go heavy and do like 8 reps, 4 sets. Have someone spot you and help you up if you can't make 8. get the negatives in too. Those 2 exercises are very good, and probably all you need. You can get your shoulders more by doing raises with dumbbells too.
