I have heard that shaving your chest hair or pubic hair would make the new hair that grows more thick and rough like. Is that true?

No - think about it. The hair you can see is dead. It has been pushed up and out by the root of the hair, which is the only part that is living.
If the hair outside the body is dead, how could a message go back to the root of the hair about it being cut? The answer is it couldn't; so the root has no knowledge of whether the hair has been cut/colored.
Pulling the hair out by the root will remove the growing part of the hair; but the cells surrounding the root (the hair follicle) again have no knowledge of what happened to the hair - hairs naturally fall out or are pulled out. So again, waxing will not change the rate of growth.
Hair growth is determined by genetic factors only.
Electolysis CAN affect hair growth. This uses electricity to weaken, and eventually kill the hair follicle. This thins, then stops production.
