do you mean the skin or the actual testicles? because testicles are inside the sac which you can't really see
anyway, have you tried to wash them? when did they occur, are they painful to touch? how many of them, which side of the testicles, have you ever had them before, etc?
there are many questions that we can ask, if it is not painful and you didn't see any pus or blood coming out of it, it is probably ok
if you are really concerned you should see a doctor
