Wow, it sounds like these people have been misleading you. Condoms can be effective up to 98% of the time if you store and use them propperly. Although, I'm not saying you should have sex, no offense, but it sounds like it would be better if you waited.
As for oral sex, yes you can get sexually transmitted diseases from them. If you do it again, make sure your boyfriend wears a condom. Not one of the lubricated ones though, but a flavored one. That could make it more enjoyable for you.
If you aren't having any symptoms of any STDs that is a good sign, but sometimes they don't have symptoms or the symptoms may not be noticeable, so if you are really worried you may have gotten one, the best thing to do is see a doctor. It may be embarrassing, but it'll give you peace of mine. Good luck. :)
