do u know what the red spots are caused by? try some hydrocortisone cream. helps take care of itchy rashes. it might do the trick.
you might want to see a doctor, but in the mean time, try some Calamine lotion - it's kinda pinkish in color. My mom always used it when we were kids - and it worked!

could be allergy. try benadryl orally and maybe cortaid topically. you may also want to discontinue any skin products or perfumes you have added lately . also switch to free and clear laundry soap or at least rince twice.
if they're small, like goosebump size then its probably skin irratation/ driness. If theyre bigger, like penny size, then there is a possibility it can be herpes(this is a lil extreme). depending on the area its probably a genetic disease that lay-ed dormant in your body. but just get it checked, you cant be too sure
