A boil is an infection. It can be caused by a number of things and can appear anywhere on the body. One of the more common causes is ingrown hairs.
The treatment for this is an incision and drainage. It's done in a doctor's office. You would be given a local anesthesia (Novocaine) and once the boil is numb, it will be lanced (a small incision made) so it can drain. Antibiotic strips might be placed inside the boil to help it heal. It will take about a week or so. You must keep the area clean and watch for signs of further infection. The doctor may also give you oral antibiotics as well (taken by mouth).
If you have one, get it treated. It's unlikely to heal on it's own and if it bursts without treatment, the resultig infection could be worse.

Yes. Shaving can cause boils because it creates in-grown hairs that can become infected. Make sure you always shave 'with' the hair growth, not against it.
std/ or it can be some kind of staph. infections. either way get to doctor and have it took care of and cleared up if possible.
