Excedrine has always done it for me. Combo of pain reliever and caffein...

fill a large pot with water and bring to a boil.
move pot to table.
drape towel over your head to make a tent over the pot.
take deep breathes while under the towel to take in the steam.
about 5 minutes. works every time.

It depends on where the pain is. If it's in front with pressure anywhere on your face, it's probably sinusitis. Moist heat works better with this than ice. Put some salty water on to boil and inhale the steam. Be very careful not to get too close, steam can burn the skin. If the pain is in the back, especially if you also have pain in the neck area, it's tension. Try rubbing your forehead, temples, neck with lavender oil or soaking in a warm to hot bath with lavender oil
and taking valerian for a good night sleep.
