Absolutely.

If you are HIV+ and are in a relationship, stay faithful and use protection.

If you're not in a relationship, make sure you advise your sexual partner that you are HIV+ so they can make the decision to carry on. If you and your partner choose to carry on, use protection.

Protection as in, condoms for sex and dental dams for oral sex.

There needs to be more education about HIV. I know most girls (that includes myself) are worried about becoming pregnant and unfortunately they don't think about STD's or the consequences.

No..there are too many ignorant people out there..

It can, with education programs, promoting condom use by actually giving them out, and funding needle-exchange programs. Of course the conservatives refuse to give out condoms or needles, but there is excellent evidence that they work in preventing the spread of HIV.
