    Both. Blowing works for liquid congestion but picking really is the only way to remove solid mucus. In a lot of cultures it's considered perfectly acceptable even in public. It is a necessary thing for good health (tried mucus can really make it difficult to breath through your nose sometimes) much like cleaning your fingernails or wiping your butt.
